Dynamic, results-oriented professional Project Manager / Project Architect with extensive experience leading teams to on time and under budget project completion within a wide range of construction, architectural and design settings.  Roland is specialized in the design and construction of healthcare, education, pharmaceutical, research and development facilities, and commercial facilities.  His accomplishments include bringing all projects in on time and under established budget. He is experienced in all facets of construction from project inception through Design Development and Construction Documents to end of Contract Administration.  Roland has resolved difficult projects, identifying business opportunities, and initiating internal improvement efforts that propel companies forward. Roland has the ability to lead teams in documentation, teach subordinate staff contract documentation and Construction Administration.


Roland Noeika, Architect has taught the process of Contract Administration based upon the use of AIA A201. He is licensed architect in the Commonwealth of Pennsylvania and the State of Texas. He is a Member of the American Institute of Architects.

Love for his work and interest in other cultures have provided him  the  opportunity to visit such diverse  places as Hong Kong, Vilnius and Kaunas in Lithuania,  London, England, and Toronto , Canada.

Roland enjoys travel and architecture throughout much of the United States as well. The southwest, mainly Albuquerque, New Mexico, Phoenix, Tucson and Sedona in Arizona have proved to be some of his favorite places to visit.  He has also travelled in the mid west and southern states as well, especially Florida and South Carolina. In South Carolina, Charleston has impressed him with all of its pre-Civil War and modern architecture throughout the entire peninsula the city occupies.

I believe that a good team approach is the best and most thorough way to complete projects within budget as well as in a timely manner.

My qualifications range from designing and constructing health care facilities, residential units, office buildings and interior fitout of office headquarters for major clients.

Oversee construction progress, manage budgets and schedules for all assigned projects.
Most recent project: Senior Project Manager for the Fringe Arts Restaurant (LaPeg Restaurant) at the Race Street and Columbus Boulevard. The project is 4000 SF. Duties include scheduling project using MS-Project, directing, coordinating and scheduling subcontractors for the installation of the entire restaurant within a new space, directing and obtaining material for construction of the project and meetings with the Owners. Project includes installation of new floor level, detailed commercial kitchen, custom build bar and dining area on main floor and mezzanine area.

Represent U.S. Government interests in the construction of the USDA ERRC ARS Laboratories renovation and modernization project.  Limited term contract. 
Established procedures for construction of and directed Government interests in the complete demolition and new construction of laboratories and at the USDA-Eastern Regional Research Center, Wyndmoor, Pennsylvania.  The project consists of 30,000 SF of laboratories and offices spread over 4 floors, installation of new cooling towers, chiller and boiler.

Managed large and small scale projects ranging from 135,000SF to as small as 500SF, with teams of up to seven people from project inception to post construction phases. Created construction budgets and staffing fee budgets, detailed architectural submission and construction schedules. 
Taught and mentored younger architects about the procedures during Construction Administration.  Kept all of the projects under my jurisdiction on time, under budget and those that were “inherited” brought those back to being in the black and re-established a workable schedule of completion both with the staff and with the construction team.
